From the moment that the Kamala Harris campaign announced that she would appear at a rally in Philadelphia alongside her newly anointed vice-presidential pick next Tuesday, pundits and betting markets alike rushed to the surmise that said pick would be Pennsylvania Governor Josh Shapiro.
